This tool recompresses already-compressed JPEG images. For example, if you have a JPEG at a 20% compression level and you want to increase it to 30%, then this tool is exactly for you. The compression level, which can range from 0% to 100% is directly related to the quality of the image. If the compression level is set to 0% (no compression at all), the output JPEG will have the highest quality and the file size will be maximal. If the image compression is set to 100% (maximum compression), the output JPEG file will have the lowest quality and many artifacts but the file size will be minimal. Note that if the input image already has low quality, then maximizing its quality will not result in an image of higher quality. Image-abulous!
